Response to Statistical Requests from International ICT Organizations

Collects and submits ICT-related statistical data requested by international organizations such as ITU and OECD, and conducts continuous statistical monitoring to maintain reliable international statistics.

Analysis of ICT-Related International Evaluations and Development of Response Strategies

Analyzes ICT-related international evaluations published by private institutions and develops response strategies.

Monitoring Global Trends through Participation in International Organizations on ICT Statistics and Indicators

Monitors international trends by participating in ITU expert groups and working groups on telecommunications and ICT indicators, including discussions on indicator definitions and improvements to evaluation frameworks.

Implementation Framework and Key Roles
Implementation framework and key roles diagram centered on the Ministry of Science and ICT (Competent Ministry), connected to international statistics and evaluation experts, KAIT (Korea Association for ICT Promotion), international organizations, and overseas evaluation agencies. International statistics and evaluation experts participate in revising and developing new indicators for international organizations, with involvement from telecommunications carriers such as KT, SKT, LGU+, SKB, Sejong, Dreamline, CJ HelloVision, T-broad, Dala Live, Hyundai HCN, and CMB, as well as statistics-related agencies including NIA, KISA, and KISDI. KAIT is responsible for analyzing evaluation frameworks and methodologies by international index, forming and operating expert groups, conducting simulations of international evaluation results, and establishing external cooperation frameworks. International organizations participate in indicator revision and new indicator development through bodies such as ITU EGTI and EGH, and submit required statistics to OECD and ITU on an annual or biannual basis. Overseas evaluation agencies are responsible for publishing priority-managed international evaluation indices.

World Friends Korea

A government overseas volunteer program under World Friends Korea that leverages the expertise, experience, and know-how of retired professionals from the industrial sector.

Program Objective

To promote friendly and cooperative relations between countries and support the economic and industrial development of partner countries by enabling retired professionals with more than 10 years of experience to provide advisory services, including policy and management consulting.

What is the WFK NIPA Advisory Corps: In 2009, the Korean government unified overseas volunteer programs that had been operated separately across various ministries, including the Ministry of Education, the Ministry of Trade, Industry and Energy, and the Ministry of Science and ICT, launching World Friends Korea (WFK) as an integrated brand for Korea's international advisory programs. The National IT Industry Promotion Agency (NIPA) participates as one of WFK's implementing agencies, providing specialized advisory services in the ICT sector, and shares expertise across a wide range of fields including information and communications, industry, energy, and trade with the world through the NIPA Advisory Corps. About the NIPA Advisory Corps: The NIPA Advisory Corps is a program in which retired professionals from the industrial sector are dispatched overseas to provide advisory services, with the goal of contributing to the economic and industrial development of developing countries by offering consulting, knowledge sharing, and advisory support in areas requested by partner countries, from the perspective of economic development and industrial advancement.
Program Overview
WFK (World Friends Korea) NIPA Advisory Corps (NIPA Advisors). An overseas dispatch advisory volunteer program in which retired professionals with over 10 years of experience in the five dispatch fields of the NIPA Advisory Corps provide advisory services such as policy and management consulting to partner countries, with the aim of strengthening friendly and cooperative relations between the two nations and contributing to the economic and industrial development of partner countries. Five Dispatch Fields: Information and Communications, Industrial Technology, Energy and Resources, Trade and Investment, Regional Development. Occupations by field are as follows. Information and Communications: ICT policy, e-government, education informatization, ITS/GIS/MIS, telecommunications and network technology, etc. Industrial Technology: environment, meteorology, transportation and communications, architecture and civil engineering, disaster management, statistics and surveying, science and technology, etc. Energy and Resources: petroleum, gas, environmental policy, nuclear energy, coal, energy policy, resource development, water resource management, etc. Trade and Investment: trade promotion, investment promotion, SME promotion, general trade and investment, etc. Regional Development: special economic zone development, general regional development, etc. Dispatch Countries and Candidate Countries. Support for the Global Expansion of AI·OTT

A private-sector–led open public–private consultative body in which FAST-related companies and institutions participate to expand entry into the global FAST market.

Purpose

To establish a private-sector–driven ecosystem for global FAST market expansion and operate a public–private cooperation framework that promotes the overseas expansion of K-media and content.

Composition

  • Ministry of Science and ICT, lead agencies, leading companies in the global K-FAST industry, and media promotion-related institutions
  • An “open public–private consultative body” in which anyone can participate and engage in activities, with plans to continuously expand participating organizations

  • Alliance general meetings, International FAST Conference, and working-level meetings
  • Projects in five key areas and overseas expansion collaboration led by the private-sector chair (Professor Kim Sung-chul, School of Media & Communication, Korea University)
